Supporting running in the metro Richmond area

I am dying to know the answer to this and would appreciate some feedback from all of you seasoned runners.
How are the awards/placings done when there there is a Top Three category and Masters Category? If one of the top three happens to be in the master age group, does that take them out of contention for the Master's category?
Would love some feedback on this.
Thanks!

Its up to the race director. Normally the people age down. In the Capitol 10M, the masters winner was also the grand masters winner. She aged down to be the masters winner allowing someone else to be the grand masters winner.
Yes, that's right. If one of the top three category happens to be a masters, then he/she is taken out of the master's category. In other words, no double dipping.
